The Committee for the Labour Market and Adult Learning

It is the responsibility of the committee to initiate activities that will further lifelong learning, increased employment, economic growth and equality. The committee is also responsible for the development of democracy and the integration of immigrants into society. Everybody should be given the opportunity to develop their competence and professional skills, qualify themselves for continued studies and strengthen their position on the labour market. Industry and commerce will get access to manpower having the particular kind of qualifications that companies are looking for.
 
The committee consists of 7 members and 7 substitutes who are elected by the municipal council in proportion to the number of votes the political parties get at the municipal elections. The names of those elected are to be found in the municipal directory listing the names of elected representatives.
 
Matters to be considered by the committee are prepared by a sub-committee consisting of 3 committee members and 3 substitutes. The right to pass certain resolutions has been delegated to the sub-committee or individual government employees.
 
The committee for the labour market and adult learning is an orders and purchasing committee. The orders and purchasing office handles the administrative tasks of the committee and helps ordering services from three economic units called The Labour Market Unit (AME), The Immigration Unit and The Municipal Adult Education Unit.
 

The Labour Market Unit (AME)

Through its labour market policy AME is to create long-term jobs on the open labour market for the benefit of the unemployed. In conjunction with the Employment Agency, AME is to make sure that unemployment benefits won't expire and that unemployed young people under 25 will be offered work, job experience or education/training within 100 days.
  • Selective measures are to be taken for the benefit of those who have a weak position in society and on the labour market.
  • People should be encouraged to work or study/train rather than being on social security.

The Immigration Unit

Refugees and immigrants coming to Borlänge are to be integrated into society as efficiently as possible. As agreed upon with the Immigrant Authorities, the Municipality of Borlänge is to receive 50 refugees every year. The committee should also see to it that the reception of refugees works as smoothly as possible. The committee should also make sure that the introductory allowance granted to the refugees for the first two years makes up the basis for an individually adapted introduction focusing on the labour market and training/education. Co-operation between different groups and institutions in society makes it easier for immigrants to enter the labour market.
  • After two years, refugees and immigrants are supposed to be integrated into society while at the same time being able to pursue their own culture. They will be able to interact socially, have a job or be at the disposal of the labour market, or be involved in some kind of training programme.
  • Racism and hostility towards strangers must not be tolerated.

Adult Education Unit

During their lifelong learning, all adults will be given the opportunity to expand their knowledge and competence for the purpose of promoting personal development, democracy, equality, economic growth and employment.
  • A continuous development of pedagogy and teaching methods to support adult learning.
  • An adult education which focuses on the surrounding world from an international, national, regional and local perspective.
  • Broad and active recruitment in conjunction with other groups and institutions in society and personal guidance meeting individual needs, wishes and qualifications.
  • An adult education characterized by flexibility, availability and diversity in a stimulating study environment adapted to individual learning.
  • When it comes to taking part in training or education, preference should be given to those who, so far, have benefited the least from society's educational resources.
  • Guidance must be independent and should consider the possibility of validation.
  • Commissioned study courses contribute to lifelong learning in the public as well as the private sector. This is achieved through courses run by the unit and in co-operation with universities and other organizers of education.
